None of your servers are "Online", thus they won't take part in normal
fog load balancing. Did you run utadm -f on all these servers? Weird.

I presume you are using the CAM mode from SRSS 3.1 or previous?
You shouldn't have any LB issues if you use Kiosk mode in SRSS 4.0
or if you use standard login sessions for any version of SRSS with the
NSCM policy enabled.
