utadm -l doesn't show whether the server is online or offline.
Use utadm -x and see what does "serviceonline" value shows.
If it is false the server is offline.

I have rebooted all 3 servers and then use web admin's cold-restart to
ensure they load-balance (but the system never LB to all 3 servers). And
they are "serving" the users by bring them to their VM.
In a way, they should be "ONLINE".

drop users' connection?
No, it won't.

I presume you are using the CAM mode from SRSS 3.1 or previous?

You shouldn't have any LB issues if you use Kiosk mode in SRSS 4.0
or if you use standard login sessions for any version of SRSS with
the
NSCM policy enabled.
