The mouse is plugged directly into the USB card. I don't have a USB hub. So,
surely the problem must somehow be system-related or
system-partition-related ... especially since the mouse works normally when
I boot from my OS 9.1 startup partition.

Only when booting from my OS 8.6 partition, do I get the weird
insufficient-power message. The mouse used to work perfectly when 8.6 was my
only startup system.

(The Kensington ADB mouse of course works in either system).
