Have you opened it up? There's a screw in the rear-center of the lid. And you
pry the wide spots at the rear-bottom and lift.

With no chime, you may have a problem with the drive cables. There's an IDE
hard disk, and a SCSI CD ROM, if it's setup right. They sit on a single
tray-like metal rail in the right center of the machine. listen for drive
spin-up at start-up. Look for a steady light on the CD ROM. If there is one
on boot-up, disconnect the SCSI cable and try to reboot.

Does it have a cache? You should find it under the floppy drive if there is one.
Check to see if it's come loose in the tussle of shipping. The 16MB of RAM  is
on-board and can't be wiggled loose.
