When I got my C500 new 5+ years ago, it wouldn't start up either.  I was
quite dismayed, even if I had just bought a Mac for under $1000.  After a
few tech calls, the problem ended up being the memory I had installed by the
reseller when I bought it.  One of the RAM chips was just ever so slightly
loose and the computer wouldn't start up.  I can't remember the exact
symptoms from that long ago -- that would require more RAM than my brain has
-- but you might just try removing any extra memory and reinserting it in
the slots.  Of course this won't help if you only have the 16MB of soldered
on RAM
