Well, remember that there's also an 8 Gig max limit for the boot drive too. I have an 80 gig drive partitioned into an 8 gig boot volume and two 30+ gig ones. I don't know about a problem with drives under 4 gigs, but Apple's installer doesn't check for volumes that are too large to boot from. (Xpostfacto does tho). The first times I installed X I didn't kmnow about or had forgotten the limitation and really screwed up my drives with various installs.

On my own S900 there is no 8 gig max limit. With the SIIG ATA/133 (and probably other cards) there is no particular limit. I have a 40 gig drive partitioned into two equal parts - one running Panther, the other running Jaguar. The main Panther volume is running 10.3.4 and is able to see my 2 gig SCSI drive. I don't know whether a SCSI can be the boot volume for Panther, but I do know that in later versions (10.3.2 ff.??) SCSI drives can be data volumes.
