Because the default setting for the storage location in Edit >
Preferences > Browser > Downloads is to safe to the Downloads folder of
the OS. If you switch that to "Always ask..." then you will get a dialog
for every download.

I would suspect the latter. The behaviour for choosing a download
location has been consistent for years now.
Trane, as I typed in my reply to Neil, I'm set-up to always ask where I
want the download to go.
