Aside from the fact that Record Type is a bad place to do this since there are a bunch of scripts that know about particular values for Record Type, V1 does not have any reasonable methods of restricting certain users from doing certain things. Again V2 solves this whole class of issues by having each user logon with their own password and being able to access only those screens that the administrator has permitted. Reimplementing this in V1 would be a lot of work.
