Sure PDF would have its own right as a specific format for precise
reproduction of non-text material, as Lars-Einar Jansson said.
The problem is that a number of sites - and there especially
official, "public" sources sites - use PDF as *sole* format, and
largely for stuff with which there is not the least necessity to
use more then just text rendering at the receiving end.
Furthermore, the private firm that owns PDF has delivered *proof* that
they just drop major goups out of accessibility when they're not
interested in keeping that clientele any more (there had been a several
contributions an that to this list earlier). Who could garantee that
they would not for some commercial reasons of their own, in a next
version make PDF digestable exclusively with some gadget installed from,
say browser owner XY$ ?
