This is exactly the situation I had with my very first computer.
If I were trying to get a machine like that up and running, I
would look for a copy of MSDOS or IBM PCDOS ver 2.11 (yes, these
would be from approximately the paleolithic era when both IBM and
Micro$oft held copyrights to DOS - grin).  And look for the
oldest (and probably abandoned) copies of software I could find.
Simtelnet and Garbo and the abandonware sites would be good
places to start...

Even NetTamer might be too slow for such a machine, but Netmail
and InterNet by Email would probably work.  Or you could use an
app like Telix (find an old copy) and a (usually free) shell
account.

I would look for a very old copy of Norton's Utilities, you will
need it for defragging all those floppies and other stuff.<grin>
