Since you already have one floppy of the correct size you can easily copy
format.com (and anything else for that matter as long as it fits) to it.
However I haven't heard of any problems with formating DSHD floppies in a
DSHD capable drive as DSDD, what's the worst that could happen anyway? That
it doesn't work? That is IMHO not a problem at this time (it might become
one, but I would think it's highly unlikely).
