A thing like that shouldn't be toooo impossible to do for DOS,

After all, HTML is sheer text; and the less (nonsensical) tags you put
in there the more efficient the product will be.
I know of Dreamweaver (didn't try it out meself jet) but it puts a lot
of unnecessary overhead into the pages too; to get this out is more
work than to code manually.
