I admit that I wasn't paying attention to this thread before. So I checked the archive for some history. This guy does deserve a slap for spamming people with his garbage. I didn't catch that this wasn't a problem with one of his customers and/or an open relay.
Although I'm still not sure what my ethics would say about cutting peering, as any loss of peering (generally speaking and almost certainly not in this case) does have an effect on my customers and my upstream.
If you peer with just one of their upstreams, then you're done. If not, please still consider de-peering. They advertise just one single prefix, and it won't too much traffic. I don't see another possibility to slap them that it hurts.
