The source is the same, but configuration flags for compilation are different (for example, syncevolution.org binaries open shared libraries explicitly via dlopen to work with a variety of library versions) and packaging is different. I tried Tino's 1.3.1 binaries and can confirm that localization does not work in them. That'll allow me to narrow down the differences and find out why that is.
