<What are your recommendations and why?> You can pick up T-Mobile prepaid sim cards - already activated - on eBay really cheap. You have to be careful about the expiration date. For example I just got one that had 125 minutes for only $7 BUT it was only good for 20 days (usually they are good for 2 months). It had a CA phone number which doesn't matter if you are calling cell to cell. You can add minutes, however, but it cost $10 for 30 minutes. You are cheaper off buying the already activated cards IF you don't care that the phone number will change.
But if you don't have a phone to put it in you would have to buy one - I have bought cheap Nokia 3595s off eBay also - you can unlock for free - then use with a T-Mo card. This is an ideal way to have a cellphone when you only need it once in awhile. I also bought a prepaid off eBay that was good for a year - 225 minutes - for only $30!
