I have a similar situation, but not quite as bad. I am shopping for a
booster - directional antenna on the roof with amplifier and an
omnidirectional antenna  on the first floor. I would love to have this and
ditch my wireline service.  The systems I have checked are ranging from $250
to $350. You do need to have access to a decent signal somewhere in the
house before you can do anything with it.
