I always recommend that people test the reception before they move.  
But that isn't always available.

Have you looked at the HotSpot @Home feature?

If you have a high-speed internet connection and and wireless network 
set-up, you don't even need a cell tower within a hundred miles of 
you.  Plus you get unlimited nationwide calling.

Two caveats:  
1. The feature is $19.99 a month for individuals or $29.99 a month 
for a family plan. But, you will use fewer Whenever Minutes so you 
could reduce the size of your plan and lower your base rate.

2. There are only three phones that can use this feature, so you may 
need to get a different handset.

I have this feature and I love it.
