I already helped create a small fix to allow JOSM to load extra data
per square and merge it with OSM-data. Something we did for the
central african republic. I was thinking of repeating this for AGIV
but the french already have something like this for addresses. (at
least that's what they told me at state of the map)

Yup, that is the one... I like that approach, loosely coupled so not
many constraints. It would help dividing the country (like it needs
more division) and manage the spread of the work.
