Cambiar las nacionales a secondary porque den problemas en un
determinado software creo que sería etiquetar para el render. Creo que
lo correcto es añadir etiquetas como las que proponéis, que añaden una
información concreta y verificable sobre determinadas características de
la vía. Otras podrían ser width, shoulder (yes/no) shoulder:width, ...

Osmose da error por este motivo en nacionales por las que hay puesta
alguna ruta de senderismo y creo que también de bicicleta. Nunca me
había puesto a pensar mas en general que pudiera dar tanto problema.

también a otras carreteras nacionales etiquetadas como “highway =
trunk”.
