So, I recently moved from Bath to Bristol. Looking at the map, I thought
Bristol was relatively complete. Last night I ran a few passes over Bristol

37% of the roads in OS Locator do not appear in OSM.

Grrr...
I wish that there was a better way of saying "all of the streets named in OS Locator are also named in OSM" than "complete". It seems to suggest that all OSM is is a streetmap (OK, so perhaps the name doesn't help in this regard...) and not a map for cycling, skiing or (from recent talk posts) find the nearest brewpub.

I know that when people say "complete" in this sense most of the time they don't actually mean "there's absolutely nothing more to be added to the map there" - I just wish that there was a better way of saying it.

Still, yay for the Scilly Isles!
