Different people have different meanings for this word, but I don't think anyone
believes that 'complete' means that all the OS streets are there.  However, if
there are many streets missing from OSM which exist in OS Locator, that is a
pretty good indication that OSM is not complete, whatever definition you use.

In other words, checking against the OS data cannot prove that OSM is complete,
but it can certainly show that it is not.
