If someone has submitted a 'pull request' that included the new tagging scheme but it was ignored, that is a different story. OSM is frequently described as a do-ocracy - in which finished and coded solutions win out over what is needed. And it's quite possible that we public transport mappers have been collecting and entering the information but have never gotten into CSS Map stylesheets, or whatever is the technology behind the renderers.
