MS decided to turn off the startup sounds since Windows 8. I empathize with 
your desire to have that feedback.

Press the <Windows> key
Type “sound” 
Then press the down arrow once to select “System Sounds”.
Hit <Tab> four to to select “Play Windows Startup Sound”.
Press the <Space Bar> once to enable the checkbox.
Press <tab> one more time to select the <OK> button and <Enter> to close the 
“System Sound Dialogue Box”.

The next time you restart Windows you should have startup sounds.

To turn on Windows 10 Startup sounds. Right-click blank area on the desktop and 
choose Personalize in the menu. Click Sounds in the Personalization window. As 
the Sound window appears, select Play Windows Startup sound in the Sounds 
settings and click OK.
