This kind of "too bad, so sad" response has the prospect of generating customer bad will. Another example of the licensing issue appeared when I was working for the state. I needed to have eight PC's on a network running Window-Eyes. As long as I didn't run them all with WE at the same time, I only needed one copy. With an install limitation via JAWS, the state would have had to pay out more money, a disincentive for hiring us.
