Official german map providers have a very nice tagging for military areas and
other not public areas "owned" by the gouvernment, they do not want to map
open as such: they tag it as "Sondernutzungsflaeche" ("area of special use")
so it may be military, it may be a state agency, a large police headquarter,
or a storage site of disaster control.
