I've added an auto-increment facility to JOSM's address preset dialog. It's kind of experimental, and included in josm-latest as of a few hours ago; happy to hear feedback on that.
It solves only half of your problem - you'd like to avoid opening and closing the preset dialogue all the time as well - but maybe it's a start.
