You miss the important point, without error log we can't help
you.

You can run fetchmail as root, but why bother this account if you
can do it from other account. And yes, you type a wrong command to
start fetchmail.

Just run fetchmail without exec. If you configured your
dot-fetchmailrc properly it will work. And if you have time try
read manual of bash and find out what is 'exec' command do.
