So, Marck, you want to redefine "paragraph": a new paragraph starts
if there are two CR/LF pairs .OR. the new line is a quote.

What Marck quite rightly said at that time is that a CR is a CR; in
ASCII, there is no distinction between hard and soft CR. This shut me
up, because you need another indicator, flag or whatever to tell a-f
when it should wrap the next line into the character and when not.

If you have "automformat off" you can tell it manually. "Autoformat
on" means you want the editor you behave just the way it does. ;-)
