It's good but comes with its' own problems. Every reference to such a
%QINCLUDE macro in a template has the added burden of a forced CR/LF
in the text wherever one is used. I have noticed this with %INCLUDE
macros recently too. They didn't used to do that.
Is this, in fact, a bug?
