I  found this interesting thread in the Outlook Express user group, reflecting the 
problem
and suggesting a solution at their end. Could inform friends who are using the same.

"I have an interesting one here again... I have one user (only 1) that
for some reason cannot send attachments to some people (she can send them
fine, but the person on the receiving end doesn't receive them), but others in
the office with the same software on their computers can.  Doesn't matter
what the attachment is... she always has to send it to me so I can send it to
this guy.  He gets it fine when I send it, but not when she sends it.
Office is using Win95, O97, and Exch5.5.  Any suggestions?

Not sure I'm following ya here... are you saying to change the RTF settings
for that specific contact or the settings for her Outlook from RTF to
something else?  I dont' see any options to change the settings on a per
contact basis...  and my Outlook is setup to send RTF and I have no problems
sending him the attachments.

My experience is that Steven is correct: changing your default mail format
can solve the problem, but don't ask me why.

I have OL2000 on WinMe (no exchange) and _ONE_ of my suppliers only receives
my attachments when I use either rtf or html while using Word as my editor.
Any other setting results in problems.

BTW I can tell in advance whether she will receive the attachment or not: If
the attachment is listed in the header, i.e. under subject, she'll receive
it, when I see the attachment at  the bottom of my screen in its own frame,
she won't.

Although this does not occur with all contacts (but does intermittently with
others) I've decided to simply change my settings.
