Uh oh! They've never used Frame before?!? That creates a bunch of potential issues. It could be they didn't something as silly as manually translating the cross references. You may have an 'empty' cross reference markers sitting there. Where they're linked to doesn't matter much if that's the case.

The way the contractor worked was to have files in an "In Progress" folder while he was working on them, then move them into an "Approved" folder when he was done. The cross references work in file in the "Approved" folder, so I don't think that's the problem.
