If files were possibly located in different places, maybe the problem was with the files you were sent rather than with what the translators did. We use a nifty utility for FrameMaker called Archive by Bruce Foster. Whenever we need to send something to our translators, we use the archive utility to create a stand-alone version of the manual, and we send them that rather than trying to recreate our directory structure.
