Actually, "overly-regulated" meaning not "too much regulation" but that I've never worked for a company that operated under too much strict regulation. <grin>
What I read was that if I worked in a company with middling process maturity, which is where I am, or in a regulated industry, which is not really where I am, there is some, it doesn't really affect me, then documentation would not be incidental but would, instead, be the product. I agree good docos make the product better, but disagree that this is more than support. Maybe we're talking about the same things? Good documentation does more than "support" the product, it makes the product better. Having good documentation is like having enough RAM in your PC.
