Ha! Well, that was subtle, Sean, turning "regulated" into
"over-regulated." Not all regulations are excessive, and (surprise!) not
all document quality control is driven by regulations.

Good documentation does more than "support" the product, it makes the
product better. Having good documentation is like having enough RAM in
your PC. And a good documentation process (like any good process)
doesn't slow down development and production, any more than good air
traffic control slows down an airport.

Of course, there are plenty of lousy documentation processes, just as
there are plenty of excessive regulations. But it doesn't have to be
that way.
