If you've brought someone in for an interview, I think you should respond. A phone call is more appropriate than a Dear John letter. (even though I've only been a "manager" for about a year and a half, in a previous job the CEO was my boss and I screened for all of our management positions -- scary, huh? ;) One phone call is probably OK. However, I've had applicants call me several times "just to check".
