In my experience, then, you're very much the exception and not the rule

It doesn't have to be this way.

I'm editor of a small free space opera e-zine online (e-mail me off-list
if you'd like the address) and we have a typical slushpile.
When we decline stories, we don't rely only on boilerplate rejection
text.  We include anonymous comments from the slushpile editors to help
the author get a feel for what the slushmasters responded to (both
negatively and positively) and we try to be as politely genuine as we
can be.  We treat the rejection as an opportunity for mentoring, and the
authors seem to respond as well to that approach as one can.

It's a variation on the golden rule; 'decline unto others as you would
have them decline unto you'.  ; )
