The latest versions of The Gimp can work with a variety of formats,
including PSD files, and, to at least a limited extent, PDFs. There's
also a version of The Gimp with a PhotoShop-like interface.

As for a free or low-cost alternative to Acrobat, I personally like PDF
Creator. It doesn't have all the functionality, of course, but it
doesn't stamp watermarks on your PDF and it allows you to do things such
as combine multiple files into a PDF -- something I haven't seen in
other freeware.

One problem that often crops up with sold-off old copies of proprietary
software is that they might be selling you the CD/DVD and manual for
version 6, but they are using their upgrade to version 7, which (say)
Adobe considers to be the same license.

Not sure who gets into trouble there, when you forget to disable the
phone-home features of the program and it reports itself as being
installed in two locations.

Can PhotoShop do important stuff that The GIMP can't do?
Price of The GIMP is very low... :-)
Works on multiple platforms at that same low price.
