The latest versions of The Gimp can work with a variety of formats, including PSD files, and, to at least a limited extent, PDFs. There's also a version of The Gimp with a PhotoShop-like interface.
As for a free or low-cost alternative to Acrobat, I personally like PDF Creator. One problem that often crops up with sold-off old copies of proprietary software is that they might be selling you the CD/DVD and manual for version 6, but they are using their upgrade to version 7, which (say) Adobe considers to be the same license.
