There's also OpenOffice.org. It has certains a facility for building pdfs.
OOo is a free download.

The latest versions of The Gimp can work with a variety of formats,
including PSD files, and, to at least a limited extent, PDFs. There's
also a version of The Gimp with a PhotoShop-like interface.

As for a free or low-cost alternative to Acrobat, I personally like PDF
Creator. It doesn't have all the functionality, of course, but it
doesn't stamp watermarks on your PDF and it allows you to do things such
as combine multiple files into a PDF -- something I haven't seen in
other freeware.
