A few basics you may have already tried.  WINS is running on the
server, in advanced network properties on the clients the IP of the
WINS server is present.  The IP of the Domain Controller should be one
of, preferably the sole, failing that the primary DNS entry on the
clients.  (And DNS service is running on the server).

On the clients is NetBIOS over IP enabled also in Advanced Properties
of Network Properties on each client.

When you can't ping it is time to look lower down the seven OSI
layers.  IP conflicts, switch cable, bad NIC somewhere on the LAN.
Put a client and a server on a new private LAN with new cables and new
switch and only a client and a server.  Do the lights look normal on
the switch or might you have a loopback.  If using DHCP can you
successfully renew leases or are the IPs static.
