It should be ok I guess.  Honestly, while I've worked for years with
Legato, we always had enough of a tape budget, and it was worth the
money to just do fulls weekly/monthly, and then incrementals each
night.

When we had to do a restore, it was worth the time ($$$) to not have
to go through 5, 10 or more tapes to restore data.

Can you do a simulation with 'dump' and do some actual measurements of
the space savings of using the above method?  That should give you
actual numbers to work with.  With those numbers, you should be able
to go back to your boss and see what you could do.

And honestly, if your users have such valuable data, then they should
be willing to either a) pay for useful backups, or b) be able to
re-generate the data themselves more quickly.

But I know you're at a non-profit/univ environment, and time is always
cheaper than $$$ at those places.  

With the cost of disks going down, it might be worth it to look into
dumping the Legato setup, and instead putting some disks on a RAID
controller, or even a motherboard with a bunch of SATA ports, a
loading up some 1Tb drives (or whereever the sweet spot of $$$/cap is
now) and then using 'rdiff' to make your backups.

Heck, I've been buying old DLT IV tapes off Ebay for my home backups
and tape library.  Setup your own tape library.

Yes, I know you said some of your options are fixed in stone.  Then
you can say you've done your best.
