Both. We are a small organization of about 45. I'd envision HR (which is one person), IT (which is 2 people (including me)), and office staff managing some attributes, and allowing 'self service' for some other attributes. There is no integration of HR systems with LDAP, so it would be a manual process for now. Right now I manage LDAP entirely by myself, hence the desire for a tool that will let me delegate some functions to non-technical folks.
