I would very much like to have an OOB Management solution for my UEs. Did Dave point you to any more info on this ?

I did not think that VPLS was implied Adam's reply ? Which is why I'm wondering what I'm missing ;) If it is then that's a different case.

    1) Issues with slower than expected upload speeds.  Packet
    loss to SM’s.  Download speeds slower than expected.
    2)VPLS customers losing their capability to pass data until
    the EPC is rebooted. During the same timeframe access to the
    UE is fine.
    3)Issues with VPN connections through VPLS setups.
