Andrew, 

Might I suggest - Hardcode IP's in all the devices on the LAN, beginning at .70 
- the printer is at .50, and any new printers can be added at .51 in the 
future, leave the DHCP range on the router alone for this moment. 

Then power cycle the router to flush it's cache and let your network restart.

See if things begin to act if a better manner.

  If you're going to have a properly functioning home network, and you have 
VOIP & Tivo devices; simply using DHCP to manage the whole lot is not good 
procedure.

  What about a network printer - those need hard IP's.

    Just set fixed addresses for all the devices that can do so. That's what I 
    do. NO conflicts ever.
