You need the 0, 1 and 2 pools so that clients can correctly detect
when one of the pool servers becomes a false ticker.  As has been
pointed out many times over the months, often by Brad, you really need
more than just 3 NTP servers to handle a false ticker.

This is very different from the regional pool stuff.  Well, to a
certain degree.  In general, the chances that you will run into a
congested link that creats excessive jitter increases as the number of
hops increases, so picking close-by NTP servers slight improves your
chances of having good tickers.
