Correct, it is not *wrong*. But it is awfully bad at communicating the intent 
of the document. To me, it suggests that the rights granted are the minimum 
necessary for the IETF to operate. Naturally, I would have believed that any 
contribution to an I-D etc. would grant the WG, IETF, RFC editor, ... rights to 
publication, modification and alike.

But every email? That is a very different spirit than what the abstract above 
suggests.
