Just few thoughts!

1. Dormant users are not harmful. No way they hurt group or group
activities.
2. some times some people are active. only few people are active all the
time. Dormant people might be active some time or the other.
But yes, certain users might be discarding the group mails/activiites
intentionally, they might have joined group in a momentous enthu. so we
might need to have a mechanism to purge users who do not want to be with the
group.
3. We might be able to use this time(thought process for forming rules and
regulations) for better activities

right now I am working on RTI Alone. there are many other things that I
always wanted to do but some how not able to manage.
