Not necessarily. Because of the way the Touch's output caps were done, it might be very susceptible to DC on the output. Other devices with a more normal implementation of output caps may not have any problems with a volt or two of DC offset. I'm not saying this is it, but its one of the possibilities as to why the Touch is having a problem but nothing else is.
