I find everything works better with a true fixed IP address. To do this
with a touch requires several steps.
1. HOLD THE RESET button on back of TOUCH down for extended period
until it resets. 
2. Plug an ethernet cable into your computer (laptop, desktop, doesn't
matter....I'm assuming you have NOT set up your computer to act as DHCP
server....most would not be set this way). 
3. Your TOUCH will struggle to get IP address then give up. Eventually,
menu option will apppear to manually add IP address. May have to scroll
down on screen to see this option.
4. In my case, my router is 192.168.1.1 so I do the following for
assigning IP to TOUCH:

IP ADDRESS:  192.168.001.015   (the 15 can be anything between 2 and 99
as DHCP is usually set starting at 100 going to 254 or 255; key is to
give it an address outside the range that your DHCP server hands out
addresses)
MASK:  255.255.255.0
DNS:  192.168.001.001
DNS:  192.168.001.001

Then unplug TOUCH from computer and plug into your internet switch. 
Should connect with ethernet at that point and use the 192.168.1.15 IP
address.
