Those are not opposite statements. Transcoding from one file format to
another only happens in the server, the player decodes a bunch of native
formats (such as FLAC) for playing. Yes, you could view that as
"transcoding" too, but it isn't coding it into another format, it is
just decoding/interpreting it for the DAC.

"If you have a FLAC file, and the player wants AIFF, use the flac
program to transcode it
If you have a FLAC file, and the player wants FLAC, just send it as
is

If you have a FLAC file, and the player wants PCM, use the flac
program to transcode it"

The second one says:
