I'm not Czech, but close (Poland) and I could probably help. I'm the author of Starmapper (http://starmapper.sf.net) and I've been lurking here for a while trying to overcome my summer-induced laziness ;) So maybe this could be a good start. There used to be a quite strong Stars! community in Poland, but I lost contact with them, unfortunately, and I don't know if they are still interested in this kind of games... We used to use English for that in Stars! - that's quite natural. I suppose there could be a conflict between human communication and translations of diplomatic options (haven't looked at that yet).
